IMHO this will put too much burden on the `basic' packaging system. OTOH
this locale specific functionality could be possiblly achieved by packaging
pool system. I.e. by providing tailored Packages.gz file.
I.e.
in /etc/apt/sources.list
deb http://ftp.somewhere.org/debian stable/main isdn-tasks
deb http://ftp.somewhere.org/debian stable/main russian-tasks
deb http://ftp.somewhere.org/debian stable main
(Yup, the last line here is kinda weird right now...)
There maybe is another program like `base-config' to give user
hints on these lines, of course. Or, in debian/changelog, to let upload to
these highly specific `dists', thus puts part of the burden back to specific
package maintainers from the back of `dists' managers.
More interesting is: If `Filename:' field in Packages.gz file could support
more general URLs?
