I think that what he means is that the Packages file contains a field,
MD5sum, which contains an MD5 fingerprint of the package's .deb file.

If a client could download from the server a list of package names and
the md5 sums, then then it could decide which packages have changed,
and request only those records from the Packages file on the server.

I suppose this could be done with some sort of cgi script.

I have to wonder though, would it be worth the effort?  Actually
downloading updated packages is a lot more time consuming than getting
the Packages files.
