Indeed.  Booting through the runlevels, getty on vt1 spawns, then [xw]dm
takes the next free (vt2).  Later, the other five gettys spawn (if at
runlevel 2 or 3).

What you want to do is edit /etc/X11/[xw]dm/Xservers, and add 'vt7' at the
end, as appropriate.

And perhaps change the default runlevel.
