My copy installs fine:

   vanzandt:/etc/cron.daily# md5sum    /debian/dists/unstable/main/binary-i386/doc/gimp-manual_1.0.0-1.deb
   8926d9c292ebaab596de9c3698ab0b25
    /debian/dists/unstable/main/binary-i386/doc/gimp-manual_1.0.0-1.deb
   
Please calculate an md5sum to see whether your copy of the .deb is the
same.  Maybe you didn't use a "binary" transfer?
