"freeware" as it has come to mean in the dos/windoze world generally
means the software is gratis and usually has no source. Debian will
distribute software which satisfies the Debian Free Software Guidelines
which may be found at http://www.debian.org/social_contract#guidelines or
on a Debian system in /usr/doc/debian/social_contract.txt.gz about
halfway down.
