pgp.net has always been less than useful for me, I use the
pgp5.ai.mit.edu key server and it's only ever been slow at worse for
me. Incidentally uploading keys to the PGP servers is no longer a
requirement, we simply do it for you, if you haven't done it. (The
docs may or may not reflect this, I can't remember, in any event,
they'll be fixed in the next sync if they don't)
