Do not pull a package! (Was: Re: Bug-squash day)

Wouldn't it be better to just not upgrade it automatically?  So for
these packages, apt would just leave the old version installed and
tell the user that the new version has critical bug
#such-and-such... with a link to the BTS.  (Yeah, I'm probably
dreaming here... would be *very* nice, though)

That way, the user could look up the bug, and then decide whether
he/she can live with the bug or not.  (Might be the bug *is* critical,
but has no effect on the things I usually use the package for).
