I don't know the ppxp software, but that's the way we did things when I was
involved more. There may have been a change over the last year that I didn't
notice, but as I already said the Depends: is there to make sure the main
functionality of the package works.

I do think it should go into main, yes.
Otherwise, as a maintainer, I would just provide the program under /usr/doc
to work around this stuff.
