Consider this a /very/ strong objection...

If its a small program which nobody will miss then simply remove it..

If people are using this then I'd suggest splitting it off well you work
on a better answer..

However it is a important bug that you have a binary shipping which will
not work even with the depends filled..
The obvious answer of upgrading the suggests to a depend would work well,
and I'm sure the FTP maintainer would not mind too much moving the
package to contrib.. (=:]

I'm sorry, but its quite unreasonable to be saying one thing and doing
another....
