I'm attaching the last message I have on this subject (slightly editted to
remove some text I'm not sure if I'm supposed to repost).  No technical
mailing list has been created, yet.  No chairman has been chosen.
As I understand it, we're waiting for the constitution to be ratified
[and being pleased that we've not been called on].

A little while ago I wrote to you (debian-admin) about some Technical
Committee mailing lists.  You asked for a list of the committee.  Here
it is:

So, can we now have,
 debian-ctte@lists.debian.org, which is publicly accessible, but to
                       which only the Technical Committee can post[1];
please ?

If any of the committee have other email addresses that ought to be
used for this please would they let debian-admin know.

For myself, I'd like to receive 
messages to the mailing list debian-ctte at
debian-tech-ctte-public@chiark.greenend.org.uk.
