Emacs policy



Suppose a package has an associated emacs mode .el file which we want to
include.  Must we create directories like:

 /usr/share/emacs/site-lisp/<PACKAGE>/        for .el
 /usr/share/emacs20/site-lisp/<PACKAGE>/      for .elc

Or can a package's single related .el (and .elc) file go simply to:

 /usr/share/emacs/site-lisp/
 /usr/share/emacs20/site-lisp/

I note that `debview' creates a directory, but that `gnuserv' doesn't.
Do we really want to makes Emacs' load-path enormous?
