Without discussing his intentions, it's hard to say.  However, the
classics are:

/usr/doc/copyright/GPL		guarantee's that it stays free
/usr/doc/copyright/LGPL		stays free but may be linked with non-free
/usr/doc/copyright/Artistic	may be come non-free if you change the name
/usr/doc/copyright/BSD		may become non-free

[Except that KDE apologists seem to have the GPL and LGPL confused.]
