There is no practical reason to do so, as all desired things are already
allowed (you can copy the legal text).
We would allow a standard to have a non-technical text removed from it in
derived works, and in the same way, the GPL could require the preambel to be
removed from derived licenses. But this is exactly what is already allowed,
and therefore we would gain nothing, but would be only nitpicking.
I'll sent a more detailed mail about differences of copyright texts and
standards soon to debian-policy.
