I also found it in libc4-dev, but not libc5-dev (5.4.33-3).
Is this a bug?
P.S., I thought that GTK was "GIMP Tool Kit" and that ultimately
the GIMP package would be split into two packages, the GTK and the
GIMP clients. Other packages could require GTK without loading
the rest of GIMP.
