Adopting splay (for frozen/unstable?)

The upstream author has released a version of splay which will
compile and work just fine under glibc, and since I've gotten it to work
now, I'm adopting it. Here's the problem:
The splay package has worked fine under libc5 for quite some time
now, and when Johnnie Ingram orphaned it, it was up to version 0.8.
Version 0.8.2, the new upstream version, adds no new features from that
point and fixes some bugs (notably the bugs preventing it from compiling
:) I'd very much like to upload this to frozen, if nobody objects,
despite the fact that it was orphaned at the time of freeze, and had
been for some time.
