Completely agreed.
(humm, my original post said to do that or, alternatively, split the
packages, until Ian make the partial installation and the Configuartion
DB will be working).

Anyway, maybe one split could be done, for the larger packages, to help
those people that dawnload stuff by modem.
We could put all translated docs and messages of a package in a separete
package, maybe a -loc (like we have separete -dev ), when it would be
larger that 50 or 100 or 200 KB ?
