While we're at it, perhaps we can fix another problem my company has
run into with this...

There are basically three (3) types of "local" directories:
1) local to this architecture and this machine (i.e. no network mount)
2) local to this architecture and this site
3) local to any architecture and this site

To my knowledge, there are only two standard directories for this:
a) /usr/local (#1 or #2)
b) /usr/share (#3)

Perhaps we could decide on a third directory and solve these problems
once and for all?  There must be something in the FHS about this.
