We need to add options to the bug reporting package in order to remove
you complaints about abuse.

1.  Allow for a bug to be categorized as a feature through the bug
system, not just manually by Brian White.

2.  Be able to prioritize the bug reports.  Perhaps low priority bugs
are free from reminders, even after a year.
