Bug#2546: dpkg inappropriately marks packages as installed

The messages may have been issued. How would I know? [I've been
doing a lot of installing, and have seen lots of error messages. At
this point, most of the remaining ones are about the absence of
libc5-pic, ncurses3.0-pic, tcl or tk.]

I am, but not for any area that dpkg would touch.
