Bug#1220: CVS postinst message rather verbose

That sounds reasonable.  I'll do it, unless someone has an objection.

I added a cvsinit man page to the debian cvs package.  I probably
should also add "SEE ALSO" references between the cvs and cvsinit
man pages.  I'll look at that.
