Bug#1217: fvwm configuration not so hot

/etc/X11/fvwm/system.fvwmrc contains the following line:

*GoodStuff XLock   lock.xpm    Exec "xlock" exec xlock -nolock -mode swarm &

Unfortunately, with the current version of xlock, the class of xlock
is Untitled.  So, the button never pops back up.  [Perhaps this is an
xlock bug?]

More generally, it looks to me like fvwm was built without the M4
option, so all there's no ability to include package-specific or
program-specific fvwm configuration files.

I think it would be a good idea to include M4 support, probably with
the -m4-prefix option hardwired on.
