--no-act was broken in this respect.  I think I've fixed it in
0.93.69.  In general --no-act isn't very good at reproducing bugs,
because they require more complicated situations than can arise if you
don't do anything.

Thanks, that was very helpful.  Since I don't use TeX I was able to
use this as a nice test case :-).

I have reproduced and (I think) fixed the problem.
