Bug#1209: lost bug report? dpkg and dependencies

Version: 0.93.66

I no longer have an exact example, but dpkg 0.93.66 doesn't seem to do
the right thing when installing packages which depend on other
packages being installed in the same run.

Here's how I ran across my original example:

(*) fresh debian system
(*) install netbase, netstd, ppp, and nvi
(*) install everything in devel/ except includes and xxgdbR5 (dpkg -i *)

I seem to recall something being rejected because gcc wasn't
configured yet, followed immediately by gcc being configured.
There've been more examples since them, but I remember them even less
clearly.

If I happen across this again, I'll file more detail.
