list server repaired (I hope)

I spent a long time struggling with the list server over the last two days.
I think all of the unsubscription problems are now fixed. Also, it won't
send "subscribe" and "unsubscribe" messages to the list again. Today's low
point came when someone sent "unsubscribe" to debian-announce and it was
distributed :-( .
