Please go ahead and make this separation. In the long term, we can provide
"stub" versions of these libraries that provide the entire interface without
any of the implementation. In the short term, 1.1MB of extra baggage to
eliminate the x/no-x dichotomy in a whole bunch of packages isn't bad.

You should either use a virtual package name, or make the packages
depend on "x11-shlib|x11-shlib-stubs".
