Duda con Copyright de paquete

En estos momentos me encuentro adoptando el paquete 'ftpmirror' y entre
la investigación que estuve haciendo del paquete veo que la última
versión es la 1.96 y en Debian tenemos la 1.2. La descargué y estoy
trabajando ya en el empaquetamiento, pero mi duda es referente al
Copyright, debido a que no se le ha mantenido desde el 2003 en Debian y
desde el 2004 el que desarrolla el binario entonces quiero tomar el
desarrollo de la aplicación.
Ya le escribí a ambos hace aproximadamente una semana pero no me han
respondido. Entre las notas veo una de COPYRIGHT que dice lo siguiente:

Habrá algún problema entonces en que yo tome el desarrollo del paquete?
Podré cambiarle esta noticia de COPYRIGHT o cambiarla en su defecto?
Tendré problemas en algún momento por esto si lo sigo desarrollando yo
aparte?
Se que esto sería más fácil resolverlo con le desarrollador principal
pero no existe desde el 2004 y no tengo problemas con convertirme en el
'upstreamer'...
Además de que la versión que estoy debianizando tiene el bug del que
está en Debian corregido.
