G++ 3.x transition

Wotcha.

Those who read deban-devel may remember me announcing
http://people.debian.org/~willy/gcc-transition/ about six weeks ago.  
That generated a certain amount of interest, and indeed activity.
Which was great, but it's slacked off a bit recently.  So if we want to
hit this release goal, it's time to get working on these packages.

Since there's over 120 maintainers who have packages that're affected,
here's a URL for those with packages that still depend on libstdc++2.10:

I know our esteemed Release Manager hasn't published a release schedule
for Sarge yet, but some packages can prove problematic and you don't
want to be fixing them on a tight schedule.
