I have tested tested and tested with xemacs20-mule, and resolved, maybe.
Then LANG was unseted or LANG=C, problem will happened.
But LANG=ja_JP will not happend. (didn't test with other LANG)
Thus I added "export LANG=ja_JP" in emacsen-install script.
(/usr/lib/emacsen-common/package/install/semi)
And on emacs19, SEMI work with "custom package".
I added control field "Depends: custom" of flim and semi package.
I'll upload resolved packages soon.
