There is some support in the linux serial drivers for the concept of "secure attention key" but I'm not sure it can actually be made as solid as you're describing. It is certainly a place to start looking. With xdm, there isn't much, though ctl-alt-bs (assuming DontZap isn't set) gives you a little (though not really a large amount) of confidence...
