The submitter should (IMHO) accept it when a maitainer closes the
wishlist request.  You can continue to argue, and I'm sure that if you
manage to convince the maintainer, he'll either reopen it himself or
say, «ok, please reopen the bug, then».  You can still send mail to
closed bug reports, and it'll get forwarded to the maintainer, there's
no need to reopen it at each step.
