Normal practice is that it's ok to close «those will never be
implemented because I think they are
wrong/stupid/unneeded/clutter/whatever wishlist bugs (in the
maintainer's opinion).»  It's not ok to do the same with non-wishlist bugs.

So, without having read the bug log, I think that a maintainer closing
a wishlist bug saying «no, I won't do this, but you can do the same
using $FOO» is perfectly sane.  (See #225035 for how I did it, when I
was the submitter, please ignore spelling/grammatical errors :)
