No. Currently, we have messages in for stuff like af, pt_PT, no@nynorsk and
zh_TW.Big5. People apparently want to differenate things at all those levels.
I don't exactly what you need to do (i.e. no@nynorsk must match
no_NO@nynorsk), but you need some sort of substring matching.
