Then something's wrong; the brand-spanking-new chroot environment I setup
today from base2_2.tgz and apt-get install build-essential contains it.
madhack@gunner:/usr/local/share/base$ tar tzf base2_2.tgz | grep src
./usr/src/
./usr/local/src/
Base tarball obtained from ftp.us.d.o approximately 5 hours ago.
