Uh? Assuming he means (the only rational) approach of only having daemons
preload things they need it is actually faster and has no effect on the
major point of NSS.

Think about it - if apache loaded NSS modules for every request I bet it
would slow down by a magnitude! Having things loaded once saves cycles,
increases speed and prevents this nasty little problem with upgrades.
