Right. (It probably ought to be in a config file, though, so you don't
have to type that every time.)
In theory, it's not that controversal - the biggest complaint being that
you have to redownload stuff if you change locales, which I don't see as
a big deal.
Now someone has to write up a proposal, convince people it's important,
convince people it's the right way to do it, and get the dpkg people to
added it to dpkg. Easy.
