Proposal: use BTS for wnpp
Let's add a virtual package "wnpp" to the BTS and use it for ITP's and what
not.
Rationale:
one place listing all submissions, everyone knows how to use it -- no extra
coding required
people can submit wishlists for packages to be created
when a package appears, the bug is reassigned and closed, so there is a paper
trail
we can see that bob promised to package foo 300 days ago and can find out why
it is taking so long
when we have the perennial 'let's package illegal software' ITP, it is already
in the bts with reasoning against / for it
