Due to travel and being unsure what we should do here, I've been
delaying my handling of this issue. In addition I need to write some
scripts for the census to check the apt repositories for this and

I have come to the conclusion that (as per social contract items 2-4)
we should make an announcement about this issue. I expect that the
problem of distributions not distributing source is relatively common,
especially live image ones derived from a parent distro. As one of the
major free software oriented distributions, Debian has the opportunity
to bring this problem to wider scrutiny and to possibly improve the
situation, both within the Debian derivative world and also with other
types of distros (eg RPM distros).

As to the content of such an announcement, I think we should not name
names, but point folks at examples of good compliance. At the same
time we should shake our finger sternly at unnamed derivatives.

I've placed a skeleton announcement here, I would appreciate help
filling it out and making it better.
