I'd like to, but the Maintainers file has no defined encoding (some
maintainers give their names in ISO-8859-1, others in UTF-8), so it's a
bit tricky to actually claim anything honestly at the moment. If I can
figure out a way to guess reasonably reliably then I'd be happy to
output UTF-8.
