With this clarification, I'm content to confirm you as the maintainer of the
developers-reference, if you still believe that's necessary.

I also think this appeal to the TC might have been avoided entirely if you
had taken the time to calmly explain to Raphaël the reasons for this policy,
as you've now explained here.  Of course people don't like to follow rules
that they don't understand the rationale for.
