When policy compells you to change foo_1.0-1_i386.deb, you upload
foo_1.0-2_i386.deb. In this case, policy is compelling you to change
foo_1.0.orig.tar.gz, and you should correspondingly expect to change the
version number. There's no problem with changing the upstream tarball,
but there is a problem with trying to call it by the same name as the
old version.
