好像很久前我也幹過這種事，不過已經忘記怎麼修好的了....
$ dpkg -S /var/cache/apt/archives/partial
apt: /var/cache/apt/archives/partial
看來這個檔案是在 apt 裡面，手動 download apt 包然後用 dpkg -i
裝上看看是否可行?
也可以試試把 /etc/apt/sources.list 清乾淨之後打 apt-get update
然後再重跑 apt-setup 設定 sources.list。
