The accepted way to do this is to specify the collation in the modifier
part, eg. zh_TW.Big5@phonetic. However, I believe that even with glibc
2.2, this would mean one locale per collation system. Though of course
all LC_CTYPEs, LC_TIMEs etc. can be symbolically linked to one set of
files... (or maybe locale-wide information in zh_TW.Big5, and only
collation data in zh_TW.Big5@phoenetic, zh_TW.Big5@radical, whatever.
I haven't read glibc's source yet.)
That's just FYI. I'm neutral on whether we should do this or not.
