That would be point one I'm confused about.  Point two is that, as
I recall, the sublevels are there to "ensure" that the basic screens are
translated, prioritised by how many people see them.  So moving new strings
into an artifical sublevel seems to be unhelpful.  Point three: If a language
has enough strings translated to be useful, some pragmatism would be helpful to
let it remain activated instead of wasting the translators' efforts (and yes, I
know, they should've kept it up-to-date).
