Bug#668529: debian-installer: Mismatch between selected and configured keyboard layout during Wheezy install

Dear Maintainer,

During Wheezy install (amd64 netinst iso, non-graphical install) I select English as installation language but Norwegian keyboard layout.
However Persian (Iran) is actually selected as the keyboard layout an I have to do a dpkg-reconfigure keyboard-configuration after install (minimal install), 
which works as expected. This has happened on all occations for tens of installs on different hw and virtual platforms for at least a month or two of weekly 
builds (didn't try Wheezy before that)

Since Persian is the keyboard layout just below Norwegian I tried picking the layout above Norwegian and this actually makes the installer select Norwegian 
layout. In other words the installer seems to pick the language below the actual selected language in the keyboard layout screen, so this is probably a general issue.

Expected behaviour is that I get Norwegian keyboard layout and not Persian during and after install.
