This is an interesting consideration, but as Christian pointed out, this would probably need to be a new d-i inclusion by someone interested enough to hack on and maintain such a feature. However, since I've done a few preseeded remote installs[0], I think you might be able to work with the existing network-console[1] and perhaps include your own syslog configuration and service restart via a preseed early_command script. Just a couple thoughts.
