If AltGr works in the console then most likely keyboard-configuration
has generated correctly the keyboard configuration file. But in order
to be sure, please send us the contents of the file
/etc/default/keyboard.

Thank you for your detailed report. I noticed that you have chosen
'Right Alt (AltGr)' to function both as Compose key and as AltGr key.
In this case keyboard-configuration will configure this key to function
as AltGr (which is exactly what you want). But if you want the right
Alt key to function as AltGr then it is more natural to select 'No
compose key'.
well for hte moment nothing, i.e. ALTGR, works... so :(

All this is only a theoretical suggestion. As I wrote, in your case
keyboard-configuration will ignore your request to make the right Alt
key function as a Compose key so this should not have affected the bug
you observed in any way.
Let me kwow what I have to try ... I am ready / gonna do all kind of testing on this keyboard....
