This is brilliant. You've just seriously broken installations in unstable.

This should *never* have been uploaded before a new busybox, because the 
busybox dhcp client does not work with the current version.

This included a very clear instruction in the changelog:
  * Drop install_filesystems step as that is now being taken care of by
    post-base-installer.d hook scripts.
