I agree.  BTW, your bug report is not a duplicate of 527641, it is a new one.

>From the point of view of console-setup this is not a multi-layout 
setting because your layout (il) is not a Latin one so it requires a 
Latin complement.  As a workarround you can use the following settings:

XKBLAYOUT="us,il,us,il"
XKBVARIANT=",katef,,katef"
