Hi,

By experimenting I accidentally ended up modifying the timestamps of the 
cached keymap which made setupcon call ckbcomp during the *early boot 
process* (when the root file system is not yet mounted rw). Although it was 
my fault by modifying the time stamps, setupcon or ckbcomp should probably 
check if it will be able to write the resulting files and use the existing 
cached keymap in that case.

I believe that the next version of console-setup (1.45) fixed the bug 
you reported.
