It is impossible to support shifts_toggle on the Linux console.  Thats 
why this option is not included in the debconf menu.  I added the tag 
wontfix because I think it will be inconvenient for the users to include 
partialy supported options.  If the other developers think that 
shifts_toggle should be included in the menu, I will make the required 
changes.

The proper way to tune the configuration of console-setup is to either 
use dpkg-reconfigure or to edit directly /etc/default/console-setup.  
The values in the debconf data-base are ignored.
